I'd change things from the ground up. Hugely strengthen the live scene, creating a f*ck ton more quality smaller venues (government funded if necessary) and hiring a lot more promoters/co-ops to run the events at all levels. I'd sit and pray in a corner that people started to purchase music again or actively sought to back them on sites like kickstarter/patreon, knowing full well that in a capitalist society there's only one thing that greases the wheel and provides opportunity.
I'd hire cultured people whose ambitions were to curate & push the best types of music from all genres and displayed skill in doing so. I'd stick them at the head of labels and have them running all music related mainstream media. If they were only interested in the money and towing the line, I’d transfer them to cleaning shoes. Basically I'd hire a bunch of Jon Peels. You need to curate because I only want to hear the best of what a genre can offer and the cacophony of the internet has made that very difficult.
I'd probably set up a non-profit monolith platform that has the sole purpose of pushing the best new artists. The bar would be super high. It would follow no trends, only set them. All original artists could apply to be featured but weaker ones, those who merely emulate what's come before, weaker musicians, guys that aren't quite there yet would be denied but certainly allowed more chances down the line. No expense would be spared to make sure that every UK citizen knew about this platform and could make there decision whether or not to support the artists featured. It would be a source of national pride that we were pushing forward our best and brightest. Every genre would be represented. This would give the artists massive exposure and kickstart their ability to earn.
